Meeting of Hickling Parish Council
Minutes of the Parish Council meeting held on Tuesday 21st January 2025 at the Village Hall, Hickling commencing at 7.00pm.
Councilors present: Cllrs Playle (Chair), Conway, Green, Lamb, Rowe and Prosser
Also in attendance: Cate Stokes (Parish Clerk) NCC Cllr Cottee and 7 parishioners.
- Opening – Cllr Playle opened the meeting at 7pm

Matters arising from last meeting – Clerk to contact RBC to ask about more trees. There will be another round of applications in Summer 2025.
- Open Session – To address matters raised by the public, limited to 15mins
- Parishioner wished to thank the flood wardens for their impressive effort during the recent floods.
- Concern raised about recent repairs to the roads – parishioner witnessed highways team filling in potholes recently and were not impressed with the methods. Some holes have been filled with mounds of tarmac.

- Cllr Cottee wished to raise awareness of the severe weather forecast for the coming weekend with the threat of more flooding.
- On Demand bus – Cllr Cottee wanted to check that the service was now running more smoothly and that residents of Hickling were happier with it.

- Local Government Reorganisation – Rushcliffe, together with the other Notts districts & County Council have met to agree a way forward, more information to come.
- Simpler Recycling – from March 2027 there will be more dry packaging that can be recycled including plastic bags. Food waste collections should come into operation in Oct, 2027. Glass collection to start March 2026
- Flooding – Cllr Combellack has been in touch with NCC & STWA regarding the flooding issue on Harles Acres & Main Street. Cllr Combellack contacted NCC & STWA at the beginning of 2024 re floods at the South end of Main Street and a sink hole. After STWA mistakenly attended a site in Birmingham they came in October to repair the sewer, but not address the flood – this is, another department.
- Harles Acres flooding is a different matter, as there could be a private sewer problem which is being investigated. Cllr Combellack suggested the PC invite Jim Freeman from NCC and Bradley Duncan from STWA to come to a Parish Council meeting to discuss.
- Community Fund – Cllr Combellack has committed £999.57 to Nevile Parish causes, benches, play equipment, community and information notice boards, Scarecrow waste bins and Warm welcome area at Langar. The fund should open again at the beginning of the new financial year.

- Hickling Pastures footpath – Footpath 8 from Hickling Pastures has been inspected but still not fixed Clerk to forward to Cllr Cottee to ask for help
- Green Lane Footpath has also been inspected and there will be a follow up inspection in the next month Clerk to follow up next month
- Flooding – Policy has been drafted and discussed with NCC. Still need a lead volunteer. Volunteers requested the closure point be moved closer to the Church on Main Street and a second closure be added between Harles Acres and Pudding Lane. Clerk to contact NCC to request amendments.
– Residents raised concerns about the ditch behind the houses on Harles Acres. They have permission from Highways to clear out the ditch but need landowner permission. Concerns were raised about ‘knock on’ effects downstream of clearing out ditches. Residents asked if there could be a coordinated ‘community response. Cllr Green to contact owners
– Cllr Playle suggested one solution would be a holding or ‘balancing’ pond along the ditch so that it doesn’t push the flood water further downstream, there would also be a wildlife benefit from this too however, this would require land donation and funding.
– Residents also noted that the drains at the front of the properties don’t drain properly, there was a discussion about ownership of these drains. Clerk to contact NCC and STWA to ask for a meeting with PC to discuss.
- On demand bus – Cllr Prosser has advised the concerned residents to keep a diary of issues. Reported that things seem to be improving but will check in in a few months.
- GDPR compliance – PC now has .gov email addresses for all Cllrs. Cllr Green reminded everyone that all PC related business must be deleted from personal accounts and a form needs signing to declare that the PC is compliant.
- Traffic survey – Cllr Green has been in touch with Elston PC who have been investigating the 20s plenty scheme which is a nationwide scheme. They have seen evidence that 20 limits reduce speed through villages and is the least unpopular method of traffic calming. Cllr Green presented a survey to request opinion of residents about adopting a 20mph speed limit through the village. Discussion was had about how to distribute the survey and the best way to get responses as previous surveys have had poor response. A Good response is required for the PC to take any scheme further.
Cllr Rowe suggested broadening the survey to include possible traffic calming measures from Bridegate Lane. Cllr Green to adapt the survey and Clerk to print.
Cllr Cottee gave apologies and left the meeting at 7.50pm

Application requests increase to ridge height to accommodate technology to achieve higher level of thermal performance. The increase will not put the final height above the current buildings.
