Meeting of Hickling Parish Council
Minutes of the Parish Council meeting held on Tuesday 27th August 2024 at the Village Hall, Hickling commencing at 7.00pm.
Councillors present: Cllrs Prosser (Chair), Conway and Rowe
Also in attendance: Cate Stokes (Parish Clerk) and 4 parishioners.
- Opening – Cllr Prosser opened the meeting at 7pm and was elected chair for the meeting in the absence of Cllr Playle
- Apologies – Cllrs Green, Lamb and Playle, RBC Cllr Combellack and NCC Cllr Cottee

Cllr Prosser requested an update on the following items from the last PC meeting:
- Termination of bus service in Hickling to West Bridgford – Clerk has contacted Cllr Cottee but as yet received no response. Parishioners raised further concerns about the dial-a-ride service. Cllr Prosser to make contact with the parishioners that raised the concerns at previous meeting.
- Road Grip clearance – Clerk has contacted NCC Highways team who say that they have inspected the section of road and currently believe it does not need work
- Verges – Following the last meeting of the PC, Clerk contacted highways teams and the verges along Bridegate Lane and Long Clawson Lane have now been cut.
- Weed spraying at the wharf – Streetwise to spray in September. Clerk to check if they clear the path after spraying.
- Open Session – To address matters raised by the public, limited to 15mins
- Parishioners again raised concerns about the new bus service. Seek clarification about how the service works especially for people wanting to catch connecting buses. Clerk to contact NottsBus on demand for further information.
- Ward Member Reports – Cllr Combellack and Cllr Cottee were unable to attend the meeting and sent apologies.

- To approve quote for risk assessment work to benches. – All Agreed
- To approve purchase of laptop for Clerk – Funds now received from NCC and RBC. All agreed. Clerk to purchase laptop
- Other Items
- Hickling Pastures noticeboard update – Cllr Rowe provided an update that the noticeboard should be installed within the next 2 weeks
- Footpath Hickling Pastures – Despite several attempts to contact NCC Highways team the footpath in Hickling Pastures has not been cleared. Clerk to contact Cllr Cottee to seek advice.
- Flower beds update – Cllr Prosser provided an update, drawings are being put together and costing calculated
- Flood Warden policy – Cllr Lamb/Playle commented via email that the template should be emailed to all registered flood wardens and discussed between them all. Clerk to forward policy to relevant people and responses will be discussed at the next meeting of PC
- Trees on Bridegate lane – Cllr Rowe stated that having counted the trees on Bridegate Lane, at least 10 are missing. Cllr Prosser raised the point that when they were originally planted there were some problems with verge and hedge cutting and therefore some of the trees were damaged due to being placed inconveniently. Cllrs Rowe and Conway to liaise with landowners/ hedge cutters to discuss placement of some new trees to avoid future problems.

- Fix my Street online reporting – A new service giving local residents the chance to choose where antisocial behaviour offenders carry out immediate justice reparation work – link to be found on PC website
- Town and Parish conference – 11th October 2024 Rushcliffe Arena
- Hickling Scarecrows – 14th/15th September 10-4. Theme is Flora and Fauna.
Cllr Prosser to collect bottles from Cllrs to provide raffle prize for the Scarecrow weekend.
- Fly tipping – several instances of fly tipping recently, email from parishioner who has removed a washing machine from the layby from near the cemetery.
Clerk to contact Streetwise to get a sign for the cemetery layby similar to the one on Green Lane.
- Rushcliffe voluntary service – relaunch of Volunteer Centre, including new online Volunteering Platform (Volunteer Plus) – link to be found on PC website
- Melton Borough Council is consulting on the Green Infrastructure Strategy and Action Plan 2024. The consultation is open until Friday 6 September 2024, 12pm – link to be found on PC website
- Rushcliffe South Villages Community Safety Group (RSVCSG) – next meeting 11th September
- Woodland Trust letter – keep an eye on community trees
